The Brazilian supreme court overruled a law requiring paper ballots for national elections, instead mandating paperless electronic voting machines. One justice used the old "conspiracy theorist" nonsense to dismiss the critics of electronic voting.

We're still having this debate in the US, although we're to the point where the insecurity of e-voting is largely understood. To be clear: DRE voting machines can't be any part of a trustworthy voting system.
